Doug, people with a 401k aren't going to benefit -- 401ks, IRAs and Keoghs are already tax exempt. The only benefit through the Republican plan is to those taking stock dividends.

If you think the Bush Adminstration is hoping small investors will be fooled into thinking this also applies to them, you'd be dead one. Small investors don't get squat. ONLY those investors who own stocks outright in sufficient quantities to qualify for cash stock dividends from the corporation in which they own stocks. Direct investments, some money markets, that sort of thing. According to the IRS, more than 60% of the total value of dividends paid to individuals in 1999 went to the top 10% of taxpayers.

I don't think the Dem's plan is the answer either, but it would be a lot less damaging than the Bush plan.
