The fact that a provision like this wasn't in the Bill in the first place shows howa badly thought out it is in all kinds of ways.

But the fact that the Government didn't concede this amendment without trying to resist it demonstrates that it isn't in a mood to accept sensible suggestions, and that is bad news.
