As you mentioned, the focus was on "banning Morris dancing"; this is because Morris dancing is perceived as intrinsically odd and funny. Compared to some of the other UK items they have run recently, this played almost as straight news.
The Reading thing is just CBC eccentricity. I believe that once many years ago they interviewed someone in Reading and said it was x km from London. The next night they spoke to someone elsewhere in the UK and just to be cute said it was x km from Reading. It just went on like that...
