True enough, it won't be consistently enforced, it'll just be enforced as and when the authorities decide to do so - and that makes resisting it with mass civil disobedience difficult, because they'll just ignore it. In other words, you might be allowed to get away with all kind of things - but never forget, that because the people in charge are being tolerant, it doesn't mean you've got any right to do them. Which is essentially like being a slave with a benevolent owner.
