I think you must mean Seattle Folklife? I was referring to Yakima's Folklife Festival in Central Washington. Granted, it's a little bit scattered and logistically a pain sometimes, but there's never been trouble (that I know of) with police and buskers. I'm sorry you had to go through something like that.
