"Otchee Tchoryna" and "Those Were The Days" are definitely not the same tune, though they have a similar feel and use pretty much the same chords (except that the chord pattern to "Those Were The Days" is more complex).

This song, BTW, especially in Russian, is a favorite in the Jewish retirement homes where I do music programs.
