Okay.... but they haven't banned the protest.

March anyway. Would it qualify as civil disobedience?

A couple of years ago, the city of Pulaski, TN denied the KKK a permit. Naturally the KKK went to the news and made a big fuss about "nobody wants us to march." Well, of course nobody did - but what they failed to mention was that they had missed the filing deadline, and that was why they were denied the permit. Maybe they even did it on purpose, I don't know.

It's easy to rush to assume that no one in power wants this march to happen. Maybe it's true that they don't. And maybe they're trying to avoid a situation that might have the potential to turn violent. Even if the protesters are intent on being peaceful, the people around them may have different ideas.
