Does that mean that it has been blacklisted, or that it hasn't been invited, but in principle still could be? Any information as to who is drawing up the list of people to be included, or people to be consulted?

The EFDSS would be a very logical body to be invited (from a bureaucratic point of view), and they would be the right people to nominate someone who actually knows something about our end of it.
