Nagging Civcil Servants is a waste of time unless it has some beneficial affect. If it has some beneficial affect it's not a waste of time. Even if it's unlikely to have some beneficial affect it's possible, and therefore should be tried.
The same goes for Ministers, MPs, Lords, newspapers... What's definitely a waste of time would be just shrugging and waiting to see what hapens.
