I was having this problem also (along with non-functioning desktop icons)--and I think the answer could also be in the start menu--"Set Program Access and Defaults." If you don't know it's there and try the other stuff, it doesn't seem to work. This feature of Windows came in with Service Pack 3. There are a number of defaults it wants you to set.
