in certain small southern jurisdictions they will STILL deal with the issue without any 'ruling'...by just ignoring it. It will take someone brave enough to TAKE it to court, and endure community pressure...and worse... for months and years to keep determined Christian conservatives from de facto imposing their will on the minority.
