Often known as The Mountain Streams Where the Moorcocks Crow; number 2124 in the Roud Folk Song Index. Found mainly in Scotland and the North of Ireland; could belong originally to either. Discussed here from time to time; the search engine will find you more references. No known author. A note in Sam Henry's Songs of the People (ed. Huntington,1990) states: "The song was composed about 70 years ago [i.e. mid-1850s] by a roving sportsman in honour of a young lady of Letterloan". This is unattributed hearsay, so not very helpful in the absense of supporting testimony; but the closest to a specific that we have; Peter Kennedy, however (Folk Songs of Britain and Ireland, 1975, p.331) says " It is thought that the song originates in Scotland, probably in Ayrshire"..
