My sister travels to Germany every couple of years to meet a friend who works there in a situation like yours sounds like, at a military installation as a civilian. They rent a car or buy rail passes and travel around a few European countries for their few weeks' vacation, seeing a lot and shipping purchases home (or buying stuff small enough to fit in a backpack to carry home).
