To correct Doug R, the French position was that they would veto any resolution which authorised the use of force BEFORE THE INSPECTORS HAD FINISHED THEIR JOB. (Excuse my rudeness in using those block capitals, but I can't use HTML when I'm on the Mudcat). I do believe, however, that those seven words make all the difference.
