Instead of devastating a whole city and killing several hundred thousand people, it devastates a few blocks and kills maybe 10,000 people. Good guys relish the thought of using these to "take out" key concentrations of bad guys (like maybe the Iraqui Republican Guard or someone like that), while not damaging too much valuable infrastructure in the process. It's the human way of nuking bad people, without causing too much "collateral damage".

We are clearly moving toward a kinder, gentler World by leaps and bounds, due to the courageous efforts of kinder, gentler leaders.
