Generally they buy them from the same sort of commercial suppliers that Saddam would have bought them from. Some of the most devastating bombs are made using stuff you can buy in bulk over the counter. I'd have thought that after September 11th the penny would have dropped that terrorists don't need specialised sophisticated equipment.
