The real Masters of War are the people themselves. I wrote a parody on Dylan's song a long time ago called The Masters of Booze, directed at a few friends of mine who were bordereing on alcoholism. The people who built The Big Stills and forced the alcohol down their throats were just an excuse for their own inability to stand up for themselves.
