My televisions are old (and cheap) enough to only have a coaxial connection on the back. I tried running the DVD player through the newer VCR because it has input points. The result was that some DVDs could be viewed just fine, but others behaved in the way you describe. The solution for me was to cough up about $30 for a AV/RF multi-input modulator. It allows us to use several devices with the television by plugging them into the box and having one coax cable to the tv. Single device RF modulators are available, but they're not very useful if you use VCR, DVD, Cable or Antenna, etc. on one tv.
I've picked up a couple, one at Radio Shack (though I question if this is the correct image, it appears to serve only one device) and one at Fry's. They're comparably priced and work the same. I also looked at CompUSA and this device I've linked to wasn't in stock, but they had one (that I can't find online) that is higher end and uses the S-video input/output only, not coax. It came in around $50-60, I think.
