At Barnsley Singaround weekend over Easter we had an intereating talk from Doc Rowe and in that talk he informed us of some progress re the licencing bill and the two in a bar / morris dance etc rules. Apparantly the minister (Kim Howell's deputy). He was amazed that people got together at sessions at outdoor events just for fun and with no payment and expressed the concern that 'you can't licence fun !!' more from Doc Rowe is promised on the meeting
