I think that Canada did not legislate the existence of two languages, it legislated the acceptance of the two that were already dominant. In those parts of the country where there are latge numbers of people speak both languages there seems to be little problem. In places where to speak two languages is considered a burden, yes, it has some problems. However, more than half the people are bilingual and that number is growing.
