With regard to the Russian figures, YUKOS Chairman and CEO Mikhail Borisovich Khodorkovsky has gone on record as recently as 11th February this year, stating that red tape from outdated Russian laws had meant no new definitive estimates of Russian oil reserves had come out in eight years. As such the country's proven oil and gas reserves were underestimated.
