Maybe I can learn something here. I know very litle about fiddle tunes, but in Ceolas, with several entries, Philo followed by a number occurs. Example:
ALE IS DEAR, THE, Scottish, reel, B minor Standard AAB. Trad-------------- Philo 1042, Boys of the Lough - "The Piper's Broken Finger" (1942).
Is "Philo" a listing in this reference?
