Texas took so long to free it's slaves because slavery was illegal under Mexican rule. So, basically, they cheated and called it something else. I suspect they thought no one would notice. Also, communication was slow. The last battle of the War Between the States (Tres Palmas) was in Texas. About a year after Appomattox, I think.
