Reporting the website, sure -- although I doubt the police, being a local agency, would be the right place to do so. The library client? No way. For one thing he could argue attractive nuisance, making the library responsible for anything bad its computers might lead to! For another thing, he was not causing harm. The site publishers were messing with kids, and are the ones who should be lifted bodily off the planet.
