Speaking of "Yes, Minister" (a very funny Britcom and, at the same time, an excellent telecourse on politics in general), I am reminded of the episode in which Hacker asks about the Official Secrets Act.
Sir Humphrey responds, "But, Minister, the Official Secrets Act is not to protect secrets. It's to protect officials!"
