The Calif state budget is not the economy of the State of California, unless Gray Davis has more power than we think.

The California state budget is not approved by Davis, it's approved by the legislative body, a fact which the legislative branch conveniently forgets when it starts slinging mud. If there's blame to be assigned, it's gotta darken a lot more doors than Davis'.
