I have NO idea how that hot link ended up in the middle of the above post. However, it links to the site from which I copied the lyrics.

Title: Sweet And Tender Hooligan   Print
Correct

He was a sweet and tender hooligan, hooligan
And he said that he'd never, never, never, never do it again
Not until the next time

He was a sweet and tender hooligan, hooligan
And he swore that he'd never, never, never, never, never do it again
And of course he won't

Poor old man
He had an accident with a three-bar fire
But that's ok
Because he wasn't very happy anyway
Poor woman
Strangled in her very own bed as she read
But that's ok
'Cause she was old and she would have died anyway

Don't blame
The sweet and tender hooligan, hooligan
And he said that he'd never, never, never, never do it again
Not until the next time

Jury, you've heard every word
So before you decide
Would you look into those mother me eyes
Lyrics
I love you for you, my love

Jury, you've heard every word
But before you decide
Would you look into those mother me eyes
I love you for you my love
For you my love

Don't blame
The sweet and tender hooligan, hooligan
'Cause he said that he'd never, never, never, never do it again

He was a sweet and tender hooligan, hooligan
Because he'd never, never, never, never do it again

Etcetera, etcetera, etcetera, etcetera
Etcetera, etcetera

In the midst of life we are in death
Etcetera

Joan Bimson, of Southport, Merseyside UK, has written a thesis called Hard Wired for Heroes: A Study of Punk Fanzines, Fandom and the Historical Antecedents of the Punk Movement (a pdf document) which explores, among other things, hooliganism, and contains the following quote:

"The word [hooligan] was Irish in origin and came from a music hall song of the 1890s performed by comedians O'Connor and Brady, about a fictitious Irish family:
"Oh, the Hooligans! Oh, the Hooligans!
    Always in the riot,
    Cannot keep them quiet,
Oh, the Hooligans! Oh, the Hooligans!
    They are the boys
    To make a noise
    In our backyard."
I found a few references to a music-hall song called HOOLIGAN'S FANCY DRESS BALL by John H Wagner (T. B. Harms & Co, 1894), but I have no lyrics and I'm not sure it's the right song.

Does anyone have a set of words for a music hall song of the 1890s which contains the lines "oh the hooligans!, oh the hooligans! always on the riot, cannot keep them quiet"

The song is quoted by Geoffrey Pearson in his book "hooligan: a history of repsectable fears". He attributes it to the Irsih comedians O'Connor and Brady.
