Not sure exactly what you mean by that - are you talking about medical progress or social progress? It seems to me that the idea of granting someone who has lost a limb five slaves or 600 pieces of eight or whatever is that that will allow him to arrange some further source of income for himself - enough money to set up a small business, enough slaves to hire out or work a piece of land,etc. ...

While this paper is thoroughly documented, it says nothing new. What is important about the labor policies of the brotherhood of the coast is that they were in advance of the general policies of the day. However, they were of the same period as the establishment of St. Mary's of Bethlehem [aka Bedlam] and workhouses for the poor. As such, although they were and advance in disability thinking, they still did not address the fundamental issues of survival after injury.

Here's a link to an academic essay (pdf file) that argues that the pirates of the 18th century organized their criminal business on remarkably democratic principles, and that these principles proved quite effective: An-arggh-chy.

I haven't read it yet, so I can't vouch for its quality - but a kind word for me poor old shipmates is always welcome ...
