That's how it works. Presidents put out a steady streat of these statements that they didn't write, didn't read, and probably aren't even aware of. It's National Library Week this week, next week it will be National Proctology Week, or Be Kind To Animals Week, or Celebrate Asparagus Day, or something else. Has nothing to do with GWB.
