Would you believe there's a web site devoted to providing information such as this? It's called UK Television Adverts. It has a search function, and I was able to find out (besides what was posted above) that the ad was for Intercity, and it came out in 1999. Ain't the Internet grand!

But I found the words somewhere else:

Unfortunately British Rail is Dead killed by political dogma that makes George W look like a pinko liberal commie loving freak.

In view of thier present safety record I propose that at a suitable time and place some session gives a musical tribute to Railtrack viz :-

The Wreck of old 97
and snatches of Ewan McColl's "The Ballard of John Axon."

The song you talk about is called "So, Relax".
It was written by Leon Redbone & Beryl Handler.
Leon Redbone is the artist singing it on the advert and you can get it on his CD "Sugar", distributed in the UK by BMG Records.
The CD carries the Serial No. 260 555 and the whole album is well worth the money.
