I think the song you are probably referring to is Gulf Coast Highway written by Nanci Griffith. A look at her discography will tell you which album it's on, I'm sure.
Personally I prefer the Emmylou Harris version where she duets with Willie Nelson. That is on her Duets album.

It's a fine song.
