Found mention at a Boxcar Willie Lyric site where someone seems to have the words and wanted to confirm with Boxcar Willie's version. Check the site out.

Thanks for the lead, didn't get anywhere. I wonder if it is Boxcar Willie, its not on any of his CDs on his website under the title Cold Windy City Of Chicago

Here's hoping someone has the lyrics or even audio I can transcribe lyrics from.
