Hi Roberto, it's refreshing to find an old-timey singer with clear diction. However, if you listen closely, I reckon S3L3 is:

When the police came and they took him by the arm

Also in stanza 3:

But the police come and they took him by the arm
And said, You may go with me poor boy
Oh, said, You may go with me

Also, I hear no 'a' before hail in the final stanza: 'storm of hail'
