$300!!! Presumably US$. I think that's very cheap - I'd expect to pay around $1,000 these days tho I don't play war pipes.
Geordie pipes can range from 400pounds for a basic set to over 2,000pounds for a good set. Double that for US$!
Maybe the Highland pipes on offer are a very basic learner's set.

They look like the cheapo, plastic sets that appear daily on e-bay for about £30-£40

I have sent him an email. As was noted above, there are many cheap sets that are nothing more than wall decorations. I suspect these are as well, especially given where they are being sold and his description. If he were around a community of pipers, he would know the maker. We shall see.
