For our new CD my band has recorded fiddle tunes by Irishwoman Nollaig Casey and Scotsman Charlie McKerron, respectively (and respectfully). I have tried to contact both composers through their websites, but have had no reply.

What are the relevant agencies to contact for copyright and royalties? (I'm in the US.)

In the UK, you need to talk to MCPS/PRS.

I may be mistaken, but my understanding is that the various national copyright organisations are affiliated. I think the way it works is that if you are publishing your CD in the US you will have to get the appropriate licences from the US copyright organisation/s. This will also cover copyright material originating outside the US and (in theory) any royalties should eventually find there way to the composer through their own national organisation.

All this assumes that the composer is a member of their national organisation. If not, then you will have to deal with them direct.
