If the Harry Fox Agency doesn't have a particular song you want to license, how do you find out who owns the rights to the song? So far, the U.S. Copyright Office has been of no use and it's impossible to find titles through the Library of Congress. These particular songs don't show up at ASCAP or BMI but I know they were composed in the 20th Century and are probably not in the public domain.

If you can find a recording of the song, the liner notes might give you a hint. You can always post the song here (preferably with lyrics, since titles can be misleading), and ask. Most likely, somebody here will know.
