I get the impression that the usual title of the song is When Margaret Was Eleven, written by Pete St. John. The lyrics were posted in this thread.

....unless of course it's "The Dutchman" (click) which features a character called Margaret.

Written by Michael Smith and popularised by Steve Goodman and Tom Russell.

I hadn't thought of that one, TwickFolk, but it's just as likely the right one. Michael Smith wrote "The Dutchman," but I think the best-known recording was by Steve Goodman (although many people have recorded it).
Let's hope the requestor stops back and lets us know.
