Looks like it to me. I hope so anyway. The "exemption [to] ensure that all licensed premises such as pubs and clubs would be able to put on small scale live music, regardless of whether or not their existing licence included a provision for staging entertainment events" looks particularly pertinent to many folkie events.

Very good - they're beginning to grasp the principal of small-scale live music. BUT...one notes that the exemption can be revoked in the event of...., so how's about a level playing field. Any chance of closing the odd football ground when they get complaints of noise, vandalism, violence, traffic problems and yobs pissing in my flower beds? All well known problems with folk clubs and village halls (whose licences may, of course, be revoked...). No, thought not. Silly me.

OR closing PUBS that show Large Screen Football (NO licence required) if there is excessive noise or localised violence after a match is screened ? Bet THAT never gets suggested officially .
