I notice the article refers to him as "a former Conservative peer" and later as "the Viscount" and "the 57-year-old peer." So where does "former" come in?

I ask as an American who doesn't really understand the peerage (apparently).

"a former Conservative peer" might just refer to him no longer sitting in the House of Lords

or maybe he left (for whatever reason) the Conservative Party?
