There's a thread on the Doc Watson version of this song here (click). that thread tentatively identifies the songwriter as "S. Cook," but BMI lists a song with that title by James McGinnis.

This is a great song but I thought it was a bit short on verses for a session, so I wrote a few more to fill it out and it works out just fine.
