I added (using abcm2ps for this) whistle tab support to our converter at folkinfo the other day so that's another free abc based option that might work for you.

TablEdit is commercial Windows/Mac software that can do it.

Free cross platform command line programs that can do it include abcm2ps and jaabc2ps. Both of these use abc notation. The abc software pages may turn up others.
