Voice - there's a case to be made for Ian Bruce. I think the vehemence of his delivery ousts the sometimes over-controlled June Tabor. Some revival period female singers were in very good voice then: Baez, Collins, Odetta.
Guitar - difficult. Probably Martin Carthy but there's a case to be made for Martin Simpson too. Nic Jones's timing is too counter-intuitive for me to nominate him.
Songwriting? - er, I thought this was about folk singers. If you mean research skills - hmmmmmmmmmmmmmm Maybe Bert Lloyd (yes I have seen him live when he was).
Personality? Hmm. Presumably onstage personality. I think Jon Loomes just edges Martin Carthy out but there is a case to be made for a Phatt B'Stard (not the one who wanted to hide my drumsticks). Or, indeed, Johnny Silvo. I was very taken with June Tabor's stage presentation, too, when for the first time I saw her live last week.

Methinks Highlandman could have gone a wee bit further and said the bass of Danny Thompson. Mind you, there is a case of agreeing, I loved the folk baroque style of Pentangle.
