There's one HERE at 36th International Folklore Festival -Zagreb-Croatia with other instruments in the band. I kind of like the instrument, though I don't like that it's made from a goat.

The fellow playing it in this video seems to get a bit more out of the same/similar tune.

I have seen bagpipes made from an inner tube.
