I am not an expert on the Wiener dialect, but to my ears the title sounds a little bit like a Wiener street dialect. A rough translation would be, "That's how it is in our Vienna". The Wiener tend to draw out their vowel sounds.
Vienna always has been a hotch-potch of Germanic and East European cultures. It is just on the border from Hungary and Slovakia. The dialect of nearby Burgenland, on the Hungarian border is barely recognisable as German to most speakers other than those from that area.
As for the instruments - your guess is as good as mine!

Obviously the picture has nothing to do with the music inside, which was dance music for the high society in a city proud of its style. Patched trousers would be a no-no even in more modest dance establishments.

The sign in the center has been bleached, but is still recognizable as containing Hebrew characters. My guess would be a Yiddish-speaking band from rural areas, far from Vienna. One player is using a funnel as a "trumpet".

Sad to see that publishers miss the cultural context, possibly on purpose, for sake of a pitturesque cover.

What on earth are all the guys in this cover picture playing?

Viennese instrumental music 1895-1935

The flanking blokes appear to have bumfiddles but that's about all I can identify.
