Daleks now have the ability to hover. Stairs are no longer a problem.

Hah! I've walked past many a Dalek*, and I can tell you that one thing they can't do is hover... I'll never believe it

* When I was working for the BBC, I used to visit Alexandra Palace which, in those days, was the home of the BBC props and wardrobes stores. :-)

A bit dated, Daleks now have the ability to hover. Stairs are no longer a problem.
Never mind stairs, the original Daleks (1963)couldn't function if not in contact with the metal floors of their city.
