I see the article states that Dylan was collaborating on a very different project at the time. Even had he been available and interested in explaining his much-younger self, he might not remember exactly what he was thinking at the time. Perhaps the project was offered to them precisely because Dylan was not interested. It might be enlightening to ask Himself- or not.

I read it as saying he was collaborating with other musicians *at the time* i.e. in 1967
