From the link above, I traced Charlene Thomson to the Binghamton dance community.
She's a piano/accordion player and has produced an album of English Country dance music she has composed: Promise of Spring - unfortunately, the waltz we seek is not among them. (You can get the recording in $$ instead of Euros from the CDSS online store)

The gentleman's posts also imply that there may have been/might be a book of tunes, but haven't found that anywhere yet. The Binghamton folks could likely put us in touch with her.

There's a lovely country dance going around called "My Lady of the Lake," and according to one source, the music for it is "Lavinia's Waltz" by Charlene Thomson.

I would like to post Lavinia's Waltz as a MIDI, but I wouldn't want to do that without the composer's okay. Does anybody know anything about Charlene Thomson?
