Reasonably sure that Fred Maddox is Rose Maddox brother who played bass and sang with the Maddox Brothers.

Rose Maddox recorded a Bluegrass album in 1962 but this song does not seem to be on it.

Seems reasonable to me! Interesting history. I can't seem to find any other recordings of the song, so maybe he helped write it for him. I also can't find anything about Johnny Ringo, so that's a dead end.
