Yes, its a Steinberger bass although impossible to tell whether it's one of the originals or one of the Pac-rim "Spirit" models. They're surprisingly good instruments - I have one somewhere - and they use strings with balls at both ends. The one in the video appears to have been enhanced with gaffer tape round the body.

Headless electric bass, probably a Steinberger. The tuning gears are at the back of the body behind the bridge.

One of the Limeliters is playing an instrument that has a neck but no tuning pegs, the body is sort of triangular. You can catch some glimpses from about 1:10 through 1:50 on this video.
