Apologies not to have replied earlier to the helpful comments but have had horrendous computer problems. It isn't the same tune as the D, Macleod one. In the meantime, we have found another recording by Pete Shutler with an introduction in which he said that he was given it by someone in Weymouth and so it may or may not be Scottish.

The easiest way to get more information about the tune would be to post on the Bob Dunsire bagpipe forum. Members there seem to know everything about the Highland pipes and their repertoire.

I heard this band a couple of years ago when we were staying with friends in Victoria, BC. They were playing at a Victoria Day celebration, as were some acquaintances of ours, playing Scottish Tunes on fiddle and guitar. I have photos, but sadly i can't post them here.

Assuming that the D. Macleod named as the composer was the famous Donald Macleod, I just looked through his books volumes 1 to 6 (I don't think there are any others) and it's not there. None of his tunes have any words or any documentation about why they were written.
